Located alongside the East China Sea and bank of Huangpu River, Shanghai as the largest economic center in China actively coped with the crush from international financial crisis, bursting out energies to face with the bright future. 

From January 14^th to 17^th, 2010, Hu Jintao, the President, General Secretary of the Communist Party of China Central Committee and Chairman of the Central Military Commission arrived in Shanghai to conduct investigation. With the accompany of Yu Zhengsheng, the member of the Standing Committee of the Political Bureau and Secretary of Shanghai Municipal Party Committee, President Hu Jintao visited to scientific and technological bases, industrial parks, workshops of enterprises, conducting investigations and studies on transferring the mode of economic development and pushing forward the healthy and fast development of economy and society.

During the investigation, President Hu Jintao emphatically paid the attention on the situation of Shanghai on the aspects of impelling self-innovation in terms of science and technology, rejuvenating equipment manufacturing industry and improving modernized service industry.

The research, development and manufacturing of large passenger plane had been the aspiration of Chinese people lasting for so long a time. Commercial Aircraft Corporation of China Ltd. (COMAC) was the main body that undertook the project of large passenger plane, planning the development of trunk airplanes and regional airplanes and realizing the industrialization of civil aircrafts in China. With strong interest, President Hu Jintao preceded the investigation to Shanghai Aircraft Manufacturing Co., Ltd. which COMAC belonged to. The President went to the complex laboratory to watch the equipment, listen to the introduction and inquire the progression of the project, encouraging all the staff to maintain their working passions. In the assembly workshop of the new regional airplanes, boarding on a prototype the President went into the cabin to see the instruments, and got familiar with the performance and technical level of the airplane.

As the key and fundamental industry in China, equipment manufacturing industry was not only strategic industry but also the pillar industry in Shanghai.

Thus, President Hu Jintao then investigated Lin’gang Heavy Equipment Manufacturing Base in Shanghai.

After four years’ construction, Lin’gang Heavy Equipment Manufacturing Base had initially built up heavy-duty process and assembly workshop with area of nearly 30 thousand square meters as well as matching facilities including railway and port, gathering a group of heavy equipment manufacturing enterprises. President Hu Jintao made abreast of the planning and construction situation of the base in details, expressing his hope that the base should in future make full use of the advantages that industries, technologies and talents gathered here, targeting at building up the world class modern equipment manufacturing base.

In Shanghai Electric Nuclear Equipment Group Co., Ltd., President Hu conducted talks with the staff in the enterprises to encourage them taking the task as their own to impel the course of producing more electrical equipment in China mainland in order to occupy the favorable position in the competitive marketplace of electrical equipment in the world. 

Afterwards in Shanghai Electric Marine Crankshaft Co., Ltd., the President went into the workshop with machine roaring. He said that only if the enterprises produced more and more products at the same level with the international standard could China go forward from a “large shipbuilding country” to a “strong shipbuilding country”.

On the spot of scientific equipments of Shanghai Synchrotron Radiation Facility established jointly by Chinese Academy of Sciences and Shanghai Municipal Government, President Hu Jintao paid attention on the key equipment, acquainting with the physical principles, performances and applied fields of these equipments. When told that it only cost 52 months for the scientific and technological staff and engineers to finish such a great project in high quality and fast period, the President showed his respect to all the staff that made contribution to Synchrotron Radiation Facility. He incited the workers to continue to exert themselves, on one hand to make full use of the built-up facility to enhance the level of scientific experiments so as to better serve the development of science and technology; and on the other hand to precede the following engineering construction on the basis of scientific proof to make more contribution to the light course in China.

China UnionPay Co., Ltd. headquartered in Shanghai was a stock joint financing service enterprise. President Hu Jintao cared about the operational situation of UnionPay cards, and was glad to hear that the UnionPay cards had exceeded 2.1 billion in terms of occupation volume and could be transacted in 83 countries and regions all over the world. After using a card on the ATM to experience the fast and convenience, the President concluded that as the prospective industry, the bank should expand the business area continuously, improve the service level and fasten the internationalization course to build up UnionPay to be one of the main bank card brands in the world.

In Shanghai Waigaoqiao Bonded Logistics Park which was the first pilot area of FTZ-Port (Free Trade Zone-Port) integration in China, President Hu listened to the introduction of the park construction to see the progress of the Park to impel the trade course and establish service platform for the international trade. He emphasized that the key was to further make innovations to the systems, complete the service facility and play more important parts in the transferring of economic development mode, optimizing and upgrading of industrial structure in Shanghai. 

The famous Bridge Eight Park had attracted the attention of the President with the fashionable life accessories, inspirited art works and unique design solutions. The Park was formerly the vacant workshops of Shanghai Automobile Brake Co., Ltd. in Luwan District, which was established after six-year’s development. The President visited a Britain design company and asked about the operation situation. He told the other supervisors accompanied that, creative industry possessed great developing potential and the relative department should continue to make the park planning more sophisticated and create an atmosphere of innovation aiming at forging the creative industry to be the new shinning point of economic development in Shanghai.

Spreadtrum Communications (Shanghai) Co., Ltd. was a high-tech enterprise established by returned overseas scholars. The President went to the exhibition hall and laboratory, investigating the 3G cell phone chips self-developed by the company to test the functions of video communication. Seeing that the development team was composed by young people, President Hu gladly said that the future of the company was limitless.

In the end of the investigation, President Hu listened to the working report of Shanghai Municipal Party Committee and Government, showing his praise on the development of Shanghai in recent years. He pointed out that as this was the last year of implementing the Eleventh Five-Year plan and also the decisive year of holding the World Exposition Shanghai China 2010, all the leaders in Shanghai were expected to lift the flag of socialism of Chinese-style to practice scientific development outlook under the guidance of Deng Xiaoping Theory and Important Thoughts of Three Represents, further enhance the responsibility and sense of mission, making every effort to successfully hold the exposition and creating a new phase of opening up, transformation and socialism modernization in Shanghai which was considered to be the pioneer of pushing forward the development of the science and technology and improving the harmony of the society.

He made the emphasis of economic development on the growing modes by taking it as the key target and strategic actions of practicing scientific development outlook in depth, marching a great step to impel the optimization and promotion of industrial structures, enhance the self-innovation ability and improve the course of energy-saving, emission reduction and environmental protection, further deepening the opening up and transformation and breaking though on transferring the growing modes of economic development. All the work should take the aim of solving the problems in the daily life of the mass people by strengthening the social management level, so that the results of economic development could serve the people in a better way.
