On the back of successful Beijing Olympics 2008 and the best accomplishments Chinese athletes obtained, China Infrastructure Machinery Holdings Limited (“CIMH”) held the 2^nd Conference of Lonking Senior Executives 2008 at the famous tourist resort—Wuyi Mountain in Fujian Province. Senior managers from four bases of Fujian, Shanghai, Jiangxi and Henan gathered together to overview the working gains from Jan. to Aug. 2008. Despite analyzing the economic situation currently and in the future to grasp the development tendency the CIMH, the managers discussed about further practicing the System of General Manager in Charge to completely improve CIMH’s highly-effective working mechanism as well as arranged the specific work in the next step so as to ensure the fulfillment of working target and tasks of the whole year and lay sound foundation for the sustainable development in future.

President of CIMH Director Board Li Xinyan attended and gave a speech at the conference. He shared the excitement of the successful Olympics, and called for all the workers to exchange this excitement into strong power to work more diligently, relying on the Olympics spirit to prepare for the new development of CIMH.

Enclosing four keywords of affirmation, pressure, breakthrough and spirit concluded from Olympics 2008, President Li began his speech.

Firstly, he affirmed the efforts and accomplishments CIMH gained after implementing Secondary Development and entrusting operation under the cooperation of the whole management team led by President Qiu Debo.

Then, he talked about the pressure CIMH faced with. he said that the pressure would be stronger with the fiercer market competition, changes of environment and the development of CIMH, which required that senior managers should be provided with sophisticated quality and management team with more systematical responsibility mechanism while paying more attention on team work and construction of talent team.

Thirdly, imaging from the breakthrough of gaining 51 gold metals on Olympics 2008, President Li referred to the fields of product performance, quality, appearance, safety, comfort, technological development, cost control and market network construction at home and abroad, calling for new and great breakthrough in each field and key points especially.

At last, he emphasized that the whole company shall carry forward the spirit of bravely taking charge and undertaking responsibility to strengthen the executive force of management and improve the management efficiency.

As for System of General Manager in Charge, President Li suggested that senior managers shall orient their positions from the strategic height while understand what, how and who to carry out from the tactic height, fully exerting the functions of management, technology and staff to create outstanding achievements.

The CEO and President of CIMH Qiu Debo presided over the conference and made a conclusion speech elaborating the organization frame, operation system, responsibility division and work orientation of System of General Manager in Charge. He analyzed the reasons resulting in present problems, indicated the working direction in the next stage and arranged the operational management on terms of supply, production and sales in the winter 2008 and spring 2009.

General Managers from 19 fully-owned subsidiaries talked of their practices on System of General Manager in Charge. Since System of General Manager in Charge was put forward on Hainan Conference in 2006, general managers of all the subsidiaries made profitably exploitation on issues such as fulfilling state’s policies and regulations, establishing commanding system of production and operation, handling internal and external relationships, holding performance evaluation, conducting effective quality management, strengthening production safety and labor protection, completing talent incentive systems and stimulating the initiative under the direct leadership of CIMH. As they have gained certain experience and contributed to the development of CIMH a lot, due to lacks of management experience and operational system, the work needed further sophistication. CIMH will strengthen macroscopic guidance and specify working responsibility to push the deeply development of System of General Managers in Charge. 

During the conference, several thematic sessions on topics of logistics integrity, stocks, risk, project, supply chain, product orientation, time limitation of 24-hour service and general manager conference were held, completely presenting out the enterprise concept of Efficiency Promoting Future in the secondary development of CIMH.
